Why would you contact a State Representative?
You would contact members of the Illinois General Assembly or House of Representative with smaller ideas that would specifically benefit the people of the state, and not the nation as a whole. The state's General Assembly is basically a scaled-down version of the Legislative Branch. For example, you would go to your state representative if you needed help getting a fishing license. This is one of the responsibilities of the state government of Illinois, so the representatives there would help you.

Why Would you Contact a Federal Representative?
By contacting your senator or House representative in the federal government, you could suggest things that might be changed to better impact the entire nation. As you read in the chart about Federalism, and the various responsibilities of the governments, your federal representatives can help you with different things than your state representatives. For example, had a question or suggestion on how to help endangered species, you would contact your federal representatives, because that is a responsibility that the federal government covers.
